How to use APICA

So I was going to make a vape juice from some APICA I have, but instead I'd rather spray it on plant matter. I want it to not really be that strong, but I don't know what it's soluble in. There isn't any information on the internet at all about it, and I'd appreciate and help because it's just sitting there gathering dust and adding more charges to the list..

By make it do you mean just mix it in or do I need to agitate it in other ways
