its the suppliers. if a supplier is found to be selling fub-amb or 5f-adb laced ejuice they are distributing a S1 controlled substance and theyre getting raided if possible(also might get raided if its an unscheduled noid). if youre ordering lots of bottles you might get raided too. the answer is that you can still be held responsible for noid ejuice if youre caught with it, but personal amounts will just be destroyed.
